Winsemann became the first Canadian referee to handle a game in the final rounds of the World Cup. Impressed observers from FIFA the world body with his handling of games in the CONCACAF pre-World Cup tournament in Haiti in 1973. Selected to World Cup panel of referees for the finals in Munich in 1974. At the Westfalenstadion in Dortmund he refereed Sweden versus Holland in a crucial game in Group Three. His fine handling of that game brought favourable comments from both teams. The continued high calibre of his officiating in the NASL and international competition saw him being selected to the FIFA Panel of Referees for the 1978 World Cup finals at which he received a number of assignments on the line.
In addition to World Cup appointments, he officiated in the 1972 Olympics in Munich, refereeing on September 1, Poland vs. Germany D.R. (at that time, two of the best teams in Europe, each playing with their National 'A' team), and on September 4, Morocco vs. Denmark (a quarter final). In the 1976 Olympics in Montreal, he refereed Spain vs. Germany D.R. and lined in the gold medal game, Poland vs. Germany D.R. A remarkable run of successful performances in men's international competition.
